There’s was an in-game cash offer to purchase materials and get 70’s Joe over the weekend, but TinyCo have confirmed there was a glitch causing 70’s Joe to disappear once unlocked. If you’ve encountered this please contact TinyCo support.
There’s 2 ways to do this, The first and best way is through your game main menu, select Help & Support and then tap ‘Contact Us’.

Yes it’s time for us to gather round and take a look at all you will encounter in the Main Questline, Can You Dig It. Remember you must complete Quahog Counterculture Questline to launch Week 3’s content. 
I’m seeing Week 3 of the event on IOS, app version 1.76.1, and pulling info now and I’ll get the LIVE post up as soon as possible. Until then you should can throw caution to the wind as there is no unlock timer on 70’s Joe.
