I’m still missing 6 Magic Bullets to unlock Penn and I’ve been saving some Casino Tokens in case some of the items in phase 3 are earned by spinning the silver and gold roulette. Is this the case or can I just spend the tokens right away?

I just got green on gold and won Diabeto!! Gold wheel stopped on green 2 times in a row and I won on the second one.
