I think that sometimes things don’t appear until you’ve completed Part 1 of the questline. Also, if fight requirements change, the start of a new phase may also clear the previous characters like they were defeated, and then they appear on a respawn timer.

They didn’t appear when I hit Part 3, but at the next usual spawn times, here for me in UK it was 8pm
