Dionne Davenport is a New Character added during the Fast Times At Griffin High event. As with many characters in the game in order to get them you have to collect lots of stuff! You will be directed to start to unlock her when you trigger the Questline Best Of The Bestie. Tapping on Go will take you to the event area where you will be directed to the event area to repair her for unlocking.

10 Lunch Box (Common): Big Lunchbox Store OR Food Fighting Ring
155 Hair Net (Common): Clear Lunch Ladies
27 Fancy Hat (Uncommon): Bruce Try on Hats OR The Mad Hattery
20 Pizza (Rare): Clear Science Experiment OR Clear Locker Room Bully OR Papa Parallelogram’s Pizza
Once you have finished collecting all the Materials the characters require you can pull Dionne Davenport into your game.
She does come with a Questline, Best Of The Bestie, more on that in another post.
