Here’s my suggestion as this is what I do in my game. I put only characters that are rarely or never used in tan lines. I keep all of the regular characters that are commonly used for events in the historical society.
The only reason I ever get anyone out of tan lines these days is for the daily stewie bucks quest. I have enough characters to completely fill tan lines. Pretty much all of them are never used.
